USDA SEARCH – Special Evaluation Assistance for Rural Communities & Households

This program helps very small, financially distressed rural communities with predevelopment feasibility studies, design and technical assistance on proposed water and waste disposal projects.

Eligible Recipients:

  • Most state and local governmental entities
  • Nonprofits
  • Federally recognized tribes

Areas to be served must be rural and financially distressed:

  • Rural areas with a population of 2,500 or less
  • Have a median household income below the poverty line or less than 80 percent of the statewide non-metropolitan median household income based on latest Census data

Eligible Projects:

The predevelopment planning costs must be related to a proposed project that meets the following requirements:

  • Construct, enlarge, extend or improve rural water, sanitary sewage, solid waste disposal and storm wastewater disposal facilities
  • Construct or relocate public buildings, roads, bridges, fences or utilities, and to make other public improvements necessary for the successful operation or protection of facilities
  • Relocate private buildings, roads, bridges, fences, or utilities, and other private improvements necessary for the successful operation or protection of facilities

Source Reduction Assistance in Communities Grants (EPA Region 2)

EPA Region 2 is announcing a grant competition to fund “Source Reduction Assistance in Communities” assistance agreements that support research, investigation, study, demonstration, outreach, education, and training using source reduction approaches (also known as “pollution prevention” and herein referred to as “P2”). P2 means reducing or eliminating pollutants from entering any waste stream or otherwise released into the environment prior to recycling, treatment, or disposal.

Eligible Recipients:

Eligible applicants include States, the commonwealth of Puerto Rico, U.S. Virgin Islands, Guam, any territory or possession of the United States, local governments, city or township governments, independent school district governments, state controlled institutions of higher education, non-profit organizations, (other than institutions of higher education) private institutions of higher education, community-based grass roots organizations, and federally-recognized tribes and intertribal consortia.

Eligible Projects:

EPA is particularly interested in receiving applications that offer hands-on practical P2 tools, information and/or innovative P2 approaches to measurably improve public health and the surrounding environment, by reducing the use of hazardous substances, reducing toxic pollutants, supporting efficiencies in reducing resource use (e.g., water and energy), and reducing business expenditures and liability costs.

Based on the Congressional appropriation received in Fiscal Year (FY) 2022 and anticipated in FY 2023 for the P2 Program, EPA Region 2 plans to award a total of approximately $228,000 in grant funding.

EPA Solid Waste Infrastructure and Recycling Grants

The Solid Waste Infrastructure for Recycling program provides grants to implement a strategy to improve post-consumer materials management and infrastructure; support improvements to local post-consumer materials management and recycling programs; and assist local waste management authorities in making improvements to local waste management systems.

Eligible Recipients:

  • U.S. States and political subdivisions of states.
  • Puerto Rico, Virgin Islands, Guam, American Samoa, Commonwealth of Northern Mariana Islands.
  • District of Columbia.
  • Federally recognized tribal governments.
  • Former tribal reservations in Oklahoma (as determined by the Secretary of the Interior).
  • Alaskan Native Villages as defined in Public Law 92-203.
  • Intertribal Consortia consistent with the requirements in Title 40 of the Code of Federal Regulations, Section 35.504(a).

NOAA Marine Debris Program

The NOAA Marine Debris Program supports the development and implementation of locally-driven, marine debris assessment, removal and prevention projects that benefit coastal habitat, waterways, and marine and Great Lake resources.

Eligible Recipients:
Eligible applicants for projects taking place in the United States, territories, or Freely Associated States (or their adjacent waterways), are state, local, tribal, territory, and freely associated state governments whose activities affect research or regulation of marine debris. Equally eligible are any institution of higher education, nonprofit organization, or commercial (for-profit) organization with expertise in a field related to marine debris.

Eligible Projects:

Projects awarded through this grant competition will actively engage and educate a target audience (such as students, teachers, elected officials, etc.) in hands-on programs designed to raise awareness, reduce barriers to marine debris prevention (e.g., lack of access to waste receptacles or alternatives to single-use items), and encourage and support changes in behaviors to ensure long-term prevention of marine debris. Projects awarded through this competition may be implemented throughout all United States coastal, marine, and Great Lakes areas; the coastal and marine areas of United States territories and Freely Associated States, or; within coastal areas of Mexico or Canada as long as benefits to United States resources, navigation, or economy can be clearly demonstrated.

Funding of up to $5,000,000 is expected to be available for Marine Debris Prevention grants in Fiscal Year (FY) 2022. The typical funding level for the federal share of project awards ranges from $50,000 – $400,000.

This funding opportunity requires a Letter of Intent to be submitted for competitive review before a full proposal can be submitted. LOIs must be received via e-mail as an attachment (to grants.marinedebris@noaa.gov) no later than 11:59 p.m. Eastern time, October 29, 2021. If invited per the instructions in this announcement, full proposals must then be submitted through and validated by Grants.gov on or before11:59 p.m. EST, February 11, 2022. USDA Conservation Innovation Grants (CIG)

Conservation Innovation Grants (CIG) is a competitive program that supports the development of new tools, approaches, practices, and technologies to further natural resource conservation on private lands. Through creative problem solving and innovation, CIG partners work to address our nation’s water quality, air quality, soil health and wildlife habitat challenges, all while improving agricultural operations.

Eligible Recipients:
National and State CIG – all non-Federal entities and individuals are eligible to apply. All CIG projects must involve EQIP-eligible producers.

Eligible Projects:
CIG generally funds pilot projects, field demonstrations, and on-farm conservation research.

CIG funds the development and field testing, on-farm research and demonstration, evaluation, or implementation of:
• Approaches to incentivizing conservation adoption, including market-based and conservation finance approaches; and
• Conservation technologies, practices, and systems.

Projects or activities under CIG must:
• Comply with all applicable Federal, Tribal, State, and local laws and regulations throughout the duration of the project;
• Use a technology or approach that was studied sufficiently to indicate a high probability for success;
• Demonstrate, evaluate, and verify the effectiveness, utility, affordability, and usability of natural resource conservation technologies and approaches in the field;
• Adapt and transfer conservation technologies, management, practices, systems, approaches, and incentive systems to improve performance and encourage adoption; and
• Introduce proven conservation technologies and approaches to a geographic area or agricultural sector where that technology or approach is not currently in use.

Funding Amount:
The total amount of Federal funding the agency expects to award through this opportunity is $15 million. The agency expects to make between 15 and 25 awards. The maximum CIG award is set annually by the NRCS Chief and historically has been either $1 million or $2 million. An applicant’s CIG funding request must be matched at least 1:1 with non-federal funding.
