NYSDEC Climate Smart Communities Grant Program

The Climate Smart Communities (CSC) Grant program was established in 2016 to provide 50/50 matching grants to cities, towns, villages, and counties of the State of New York for eligible climate change mitigation, adaptation, and planning and assessment projects.

Eligible Recipients:
All municipalities, defined as a county, city, town, village, or borough (referring only to Manhattan, Bronx, Queens, Brooklyn, and Staten Island) within the State of New York are eligible to apply to the CSC Grant program. Political subdivisions such as municipal corporations, school districts, district corporations, boards of cooperative educational services, fire districts, public benefit corporations, industrial development authorities, and similar organizations are not eligible to apply, however, may apply in partnership with an eligible lead municipality. See request for application for details.

Eligible Projects:

Funds are available for two broad project categories – implementation and certification. The first project category supports implementation projects related to the reduction of greenhouse gas emissions (mainly outside the power sector) and climate change adaptation. The second supports planning and assessment projects aligned with Climate Smart Communities certification actions

Funding Amount:
Provide 50/50 matching grants for:
Implementation Projects where up to $12 million is available in 2022 for implementation grants of between $50,000 and $2,000,000 for mitigation and adaptation projects;
Certification Projects where up to $2,000,000 is available in 2022 for grants of between $10,000 and $200,000 to complete certain CSC certification actions.

Deadline:
The deadline for the 2023 round is July 28, 2023. Applications are accepted only through the Consolidated Funding Application (CFA)

NYSDEC Grants for Recycling Coordination & Education Projects

DEC is authorized to provide State assistance for Recycling Coordinator salaries and for public education programs conducted by municipalities. This funding helps expand local recycling programs and increase participation.

Eligible Recipients:
The following entities within New York State are eligible to apply for these grants:

  • Counties, Cities, Towns or Villages
  • Local Public Authorities
  • Local Public Benefit Corporations (organizations established by State Law)
  • School Districts, Supervisory Districts & Improvement Districts
  • Native American Tribes or Nations residing in New York State

Eligible Projects:

Eligible projects for state assistance under this program include planning, educational and promotional activities to increase public awareness of and participation in waste reduction and recycling. Municipalities may request funding toward costs for recycling coordination, publications, education and outreach for recycling and waste reduction.

Funding Amount:
A project application will be reviewed and may be approved, disapproved or modified by DEC. If acceptable, applications will be approved for state assistance for up to 50 percent of eligible costs, not to exceed two million dollars.

NYSDEC Grants for Municipal Landfill Closure Projects

NYSDEC provides funds to municipalities for the closure of eligible municipal landfills. These projects may also include in assisting municipalities with municipal solid waste landfill gas management systems.

Eligible Recipients:
Municipalities with inactive solid waste landfills or landfills that will be inactive within 18 months of application that have eligible closure costs incurred after April 1, 1993.

  • Native American Tribes or Nations residing in New York State

The municipal applicant must own an inactive (or soon to be inactive) solid waste landfill in New York State.

Eligible Projects:

Eligible projects include landfill closure costs if the landfill closure project meets the following requirements:
(a) the landfill is municipally-owned and the municipality is liable for all closure and post closure activities;
(b) the landfill ceased receiving waste no later than April 9, 1997;
(c) the municipal landfill closure project complies with applicable landfill closure requirements as set forth in Part 363 of this Title;
(d) the municipality waives any right to assistance under section 27 1313 of the ECL; and
(e) the landfill closure site is not classified as a classification 1 or classification 2 site in the Registry of Inactive Hazardous Waste Disposal Sites.

NYSDEC Grants for Recycling Capital Projects

NYSDEC is authorized to provide State assistance for projects that enhance municipal recycling infrastructure through

  • construction materials recycling facilities
  • construction of composting facilities
  • purchasing of recyclables processing equipment
  • purchasing of recycling containers, and
  • purchasing of new recyclables collection vehicles

NYSDEC Grants for Household Hazardous Waste (HHW) Programs

The NYSDEC is authorized to provide grants for HHW collection programs in order to provide a safe alternative for recycling or disposal of household hazardous materials.

Eligible Recipients:
The following entities within New York State are eligible to apply for these grants:

  • Counties, Cities, Towns or Villages
  • Local Public Authorities
  • Local Public Benefit Corporations (organizations established by State Law)
  • School Districts, Supervisory Districts & Improvement Districts
  • Native American Tribes or Nations residing in New York State

Eligible Projects:
Can include reasonable municipal costs, as determined by the department, related to operating household hazardous waste collection programs or operating a household hazardous waste collection and storage facility or mobile collection facility, and associated educational and promotional expenses. It is not necessary that all types of household hazardous waste be collected for the collection program to be eligible.

USDA Water & Waste Disposal Loan & Grant Program in Puerto Rico

This program provides funding for clean and reliable drinking water systems, sanitary sewage disposal, sanitary solid waste disposal, and storm water drainage to households and businesses in eligible rural areas.

Eligible Recipients:
This program assists qualified applicants who are not otherwise able to obtain commercial credit on reasonable terms. Eligible applicants include:

  • Most state and local governmental entities
  • Private nonprofits
  • Federally-recognized tribes

Areas that may be served include:

  • Rural areas and towns with populations of 10,000 or less — check eligible addresses
  • Tribal lands in rural areas
  • Colonias

Eligible Projects:

Funds may be used to finance the acquisition, construction or improvement of:

  • Drinking water sourcing, treatment, storage and distribution
  • Sewer collection, transmission, treatment and disposal
  • Solid waste collection, disposal and closure
  • Storm water collection, transmission and disposal

In some cases, funding may also be available for related activities such as:

  • Legal and engineering fees
  • Land acquisition, water and land rights, permits and equipment
  • Start-up operations and maintenance
  • Interest incurred during construction
  • Purchase of facilities to improve service or prevent loss of service
  • Other costs determined to be necessary for completion of the project

EPA Source Reduction Assistance (SRA) Grant Program

EPA funds Source Reduction Assistance (SRA) grants to support research, investigation, experiments, surveys, study, demonstration, education and training using source reduction approaches (also known as P2 or pollution prevention).

EPA is particularly interested in projects that promote practical source reduction practices, tools, and training on P2 approaches to measurably improve human and environmental health by reducing the use of hazardous substances, reducing toxic pollutants, reducing resource use (e.g., water and energy) and reducing expenditures and liability costs to businesses, non-profit organizations and/or communities.

Eligible Recipients:

States, local, interstate, and intrastate government agencies and instrumentalities, federally recognized tribes, inter-tribal consortia and non-profit organizations formed under Section 501 (c)(3) of the Internal Revenue Code (not 501(c)(4) organizations that lobby).

Eligible Projects:
Suggested project types include but are not limited to: prevention of greenhouse gas emissions; hazardous materials source reduction; innovative approaches to conservation of materials and resources; and environmental justice through P2 actions.

EPA State and Territories Solid Waste Infrastructure for Recycling Grants

The Bipartisan Infrastructure Law provides $275,000,000 total from Fiscal Year 2022 to Fiscal Year 2026 for grants authorized under the Save Our Seas 2.0 Act. EPA will make available $30,000,000 in Fiscal Year 2023 for states and territories to improve post-consumer materials management programs through planning, data collection, and the implementation of plans.

Eligible Recipients:

The entities eligible to apply for this funding opportunity are:

  • U.S. States, including Washington, D.C.
  • U.S. Territories (Puerto Rico, Virgin Islands, Guam, American Samoa, and the Commonwealth of Northern Mariana Islands).

Eligible Projects:

Funding can be used for three categories of activities:

  • Develop or update plans to advance post-consumer materials management. Plans can be for Title 40 of the Code of Federal Regulations Part 256 solid waste management plans or other planning documents (e.g., circular economy plans).
  • Develop, strengthen, and/or implement comprehensive data collection efforts that demonstrate progress toward the National Recycling Goal and Food Loss and Waste Reduction Goal. Data collection and measurement efforts should be designed to improve the state’s ability to track progress towards national and state recycling and/or circular economy goals. Data collection efforts could include state-wide or other targeted waste characterization studies.
  • Support the state-led implementation of plans to advance post-consumer materials management.

EPA Anaerobic Digestion (AD) Funding Opportunity

EPA supports diversion of food waste and other organic materials from landfills. Anaerobic Digestion (AD) is an alternative to landfilling that results in environmental benefits in the form of renewable energy (biogas) and a product that can improve soil health (digestate). The goal of this funding opportunity was to accelerate the development of new or enhance/increase existing anaerobic digestion capacity and infrastructure in the United States.

Eligible Recipients:

  • State (including the District of Columbia, Puerto Rico, Virgin Islands, Guam, American Samoa, and Northern Mariana Islands), local, Tribal, interstate, and intrastate government agencies and instrumentalities, and;
  • Non-profit organizations (as defined by 2 CFR Part 200) including non-profit educational institutions and non-profit hospitals. Organizations that fall under 501(c)(4) that lobby are not applicable.

Additionally, up to approximately $800,000 of the estimated total will be set aside specifically for awards to the following organizations:

  • U.S. territories
  • Tribal governments
  • Tribal colleges and universities; or
  • Eligible organizations located in persistent poverty counties.

Eligible Projects: Along with other requirements that are noted in the Request for Applications (RFA), applications must address one of the following objectives to merit further review.

  • Develop new or expand existing AD capacity for processing food waste.
  • Demonstrate solutions and/or approaches for increasing food waste AD utilization that can be replicated by other communities, governments, or other entities.
  • Support state, Tribal, and/or local government programs that seek to use AD to increase their food waste diversion rates.
  • Projects are awarded under the general authority of the Solid Waste Disposal Act, Subchapter VIII, Section 6981, which must include in the project conducting and promoting the coordination of research, investigations, experiments, training, demonstrations, surveys, public education programs, and studies relating to solid waste.

The total amount of funding for this program is $2,000,000. Individual grant awards may potentially be in the range of $50,000-$200,000 for the funding period. USDA Fertilizer Production Expansion Program

The Fertilizer Product Expansion Program (FPEP) provides grants to help eligible applicants increase or otherwise expand the manufacturing and processing of fertilizer and nutrient alternatives and their availability in the United States.

Eligible Recipients:

Entities are eligible regardless of legal structure and may include, but are not limited to, Tribes, Tribal Entities, for‐profit entities, corporations, non‐profit entities, producer‐owned cooperatives and corporations, certified benefit corporations, and State or local government entities. Private entities must be independently owned and operated.

Eligible applicants must:

  • Operate within the U.S. or its territories;
  • Manufacture or process or plan to manufacture or process in accordance with all Federal, State, Tribal and local regulations governing fertilizer and nutrient alternatives, processing, storage, distribution, and waste management;
  • Be registered in the System for Award Management (SAM) and must maintain annual SAM registration while an application is active and through the term of an award. Instructions on how to register your entity in the SAM.

Additionally, eligible applicants, including affiliates of the eligible applicant, must not hold a market share (in either manufacturing, processing, or distribution) greater than or equal to the entity that holds the fourth largest share of that market for any of the following nutrients or components: Nitrogen, or Phosphate, or Potash, or any combination of the three.

All applicants must certify whether they hold a market share greater than or equal to the top four manufacturers, or processors, or distributors of Nitrogen, or Phosphate, or Potash, or any combination of the three. If manufacturing or processing or planning to manufacture or process other eligible nutrients which are not listed above, no certification is required.

Eligible Projects:

  • Construction of a new facility or purchase of an existing facility for purposes of expanding capacity or increasing output, including the purchase of land;
  • Pre-development costs including, but not limited to, engineering and other professional fees;
  • Working capital to support expanded capacity or increased outputs;
  • Modernizing or expanding an existing facility, including expansion and modifications to existing buildings and construction of new buildings at existing facilities;
  • Purchasing new, or modernizing existing processing and manufacturing equipment;
  • Customizing, and installing equipment, devices, and technology that improves processing functions, worker conditions, or safety;
  • Modernizing, customizing, and installing climate‐smart equipment that reduces greenhouse gas emissions, increases fertilizer use efficiency, improves air and water quality, or meets one or more of USDA’s climate action goals;
  • Ensuring compliance with packaging and labeling requirements under applicable law (including sealing, packaging, boxing, labeling, conveying, and product moving equipment);
  • Ensuring compliance with occupational and other safety requirements under applicable law;
  • Engaging in workforce recruitment, training, apprenticeships, and retention to ensure expansion projects will be adequately staffed and crewed and offer opportunities to workers.

FPEP grants are administered by USDA, Rural Development, Rural Business‐Cooperative Service (RBCS).

Funding Amount:
The maximum award amount is $100 million. The minimum award amount is $1 million.

Funding Deadline:

The first FPEP application window closed November 14, 2022.

FPEP applications submitted into the second window must be received by 11:59 pm Eastern Time on December 29, 2022. (90 days from 9/30/2022).

Applications received after the December 29, 2022 deadline or filed in any other manner will not be considered for funding.
